Minutes:

Apologies for absence were received from Scott Chilton, Tim Goodson, Dr Dani Farrell, Dr Martin Longley and Vivienne Broadhurst.

Declarations of Interest

To disclose any pecuniary, other registrable or non-registrable interest as set out in the adopted Code of Conduct. In making their disclosure councillors are asked to state the agenda item, the nature of the interest and any action they propose to take as part of their declaration.

To receive questions or statements on the business of the committee from town and parish councils and members of the public.

 

Members of the public who live, work or represent an organisation within the Dorset Council area, may submit up to two questions or a statement of up to a maximum of 450 words.  All submissions must be sent electronically to fiona.king@dorsetcouncil.gov.uk by the deadline set out below.  When submitting a question please indicate who the question is for and include your name, address and contact details.  Questions and statements received in line with the council’s rules for public participation will be published as a supplement to the agenda.

 

Questions will be read out by an officer of the council and a response given by the appropriate Portfolio Holder or officer at the meeting.  All questions, statements and responses will be published in full within the minutes of the meeting. 

 

The deadline for submission of the full text of a question or statement is 8.30am on Friday 5 November 2021.

To receive an update from the Director for Public Health.

Minutes:

Members received an update on the Plan from the Director for Public Health. His presentation is attached as an annexure to these minutes.

 

Areas highlighted

Current position on Covid.

Highest rates in school age children although infections in the over 60s had been increasing.

Hospital admissions were rising locally, between 60 and 70 across the whole Dorset system. 

Booster programme was underway.

Regional picture highlighted.

Access to Boosters explained.

Communication with the public to be looked at further outside of the meeting.

Minutes:

Members received a presentation from the Head of Planning, Dorset Council which is attached as an annexure to these minutes.

 

Areas of discussion/questions

Timeline for submission for the Local Plan.

Councillor Engagement.

There was still an opportunity for members to feed into any debates.

With a new Secretary of State could there be a relaxation in some rules.

Huge opposition to large building projects.

Publication of the results of latest consultation.  There was no formal follow on consultation and not at the statutory consultation stage. Officers were still having ongoing conversations with people.

It would be helpful to understand the government definition of affordable housing in terms of what younger people felt was affordable housing.

In respect of environmental targets, was there an ask to build carbon neutral.  There were no policies for this at present.

National trend of hot food takeaways highlighted.

Resilient communities.

Focus for officers to see how to connect conversations that had taken place with the Board.

Helpful to have ongoing conversations with members of the Board, especially in respect of healthy households.

To receive a presentation from the Senior Health Programme Adviser.

Minutes:

Members received a presentation from Public Health and Active Dorset which is attached as an annexure to these minutes. 

 

Areas of discussion/questions

Outpatient Assessment Clinics.

Help to bring the strategy to life.

Advocates for movement.

The language used in the strategy was appreciated.

Was there an under-represented sector?

What were the obstacles that hindered movement.  Infrastructure that was suitable for walking and cycling was really important but it was not about creating new structural forms

Rights of Way Improvement Plan highlighted.

Two-way communications between residents and communities highlighted as vital.

Consider more how we work with workplaces, for example supporting people with more stand-up desks.

The importance of getting the right level of ownership for the strategy was noted.

Children and Young People - Collaboration across the Health and Education systems with a wide range of Partners pdf icon PDF 4 MB

To receive a presentation from the Head of Programmes, Children’s Services.

Members received a presentation from the Head of Programmes, Public Health and is attached as an annexure to these minutes.

 

Areas of discussion/questions

Headteacher Alliance and physical activity, purpose and ambitions highlighted.

How to ensure that pieces of work being trialled could be sustained.

Holiday Activity and Food Fund explained.

School transitions and the impact of Covid-19.

Stormbreak – aims to improve children’s mental health through movement.

Considering where this work was making a difference, officers advised that the project had been promoted heavily targeting young people who were thought it would most benefit. The team were working on getting this delivered in places with more challenges.

Links with the physical activity strategy.

The Police and Crime Commissioner’s programme ‘fixing the future’ was also highlighted.

It would be helpful for the Board’s representative from the voluntary sector to have a conversation with officers outside of the meeting.

The Chairman welcomed the presentation and felt it would be helpful to have a further update on the programmes at the appropriate time.

Members received a presentation from the Integrated Care System’s communications and engagement workstream and is attached as an annexure to these minutes.

 

Areas of discussion/questions

The process has been very inclusive and was working well.

Process had been really clear, there was a need to be honest where we were with it though – codesign was not yet embedded.

Good start made – good foundations.

Still a lot of work to do to make it ‘business as usual’

Need to train people in understanding what it all means.

Members received a presentation from Dorset Police, which was an update from their presentation to members on 23 June 2021, and is attached as an annexure to these minutes.

 

Areas of discussion/questions

Summary of the work that had been carried out over the summer period.

Three workstreams and next steps explained.

Pleased to see that excluded children had been included.

Importance of putting the right services into the right schools highlighted.

Members of the Board supported and endorsed the work of the team.

Members of the Board considered the Dorset Safeguarding Adults Board Annual report for 2020/21 which had also been presented to the People and Health Scrutiny Committee at their meeting on 1 November 2021. Members also received a presentation from the Independent Chair of the Safeguarding Adults Board which is attached as an annexure to these minutes.

 

Areas of discussion/questions

The Annual Report was a retrospective look up until March 2021, and a new Independent Chair was now in place.

Citizen engagement.

Prevention duty of the Board highlighted.

Making safeguarding personal was really important nationally.

Plans for 2021/22 highlighted.

Governance review has taken place since annual report was produced.

There had already been a huge transformation of the Board and it was now more visible.
