Election of Chairman and Statement for the Procedure of the Meeting pdf icon PDF 103 KB

To elect a Chairman for the meeting and the Chairman to present and explain the procedure for the meeting.

 

Minutes:

Proposed by Cllr Wheller, seconded by Cllr Beer.

 

Decision: that Cllr Emma Parker be elected Chairman for the duration of the meeting.

Declarations of Interest

To receive any declarations of interest.

Minutes:

No declarations of disclosable pecuniary interests were made at the meeting.

57.

Urgent items

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

There were no urgent items.

58.

Exempt Business

To move the exclusion of the press and the public for the following item in view of the likely disclosure of exempt information within the meaning of paragraph 1 of schedule 12 A to the Local Government Act 1972 (as amended).

The public and the press will be asked to leave the meeting whilst the item of business is considered.

Decision

 

That the press and the public be excluded for the following item(s) in view of the likely disclosure of exempt information within the meaning of paragraph 3 of schedule 12 A to the Local Government Act 1972 (as amended).

 

The Chairman explained the procedures of the meeting and all parties were invited to introduce themselves.

 

The Licensing Team Leader introduced the report with a reminder that the function of Licensing was to protect the public.  She referred to the Institute of Licensing Safe and Suitable Guide regarding taxi drivers’ suitability for the task in hand, paragraphs 5.12-5.14 and the Licensing Committee’s duty to ensure that any person to whom they grant a taxi or private hire vehicle driver’s license is a “fit and proper” person to be a licence holder.

 

There were no questions from the sub-committee or applicant at this stage.

 

The applicant was given the opportunity to put his case forward.

 

The sub-committee asked questions of the applicant.

 

The applicant’s employer was invited to address the sub-committee and all parties were given the opportunity to sum up their case.

 

Once all the information required to make a decision had been gathered the sub-committee adjourned to make their decision.

 

Decision: that the application for a Private Hire Driver’s Licence be granted with the addition of an extra condition.

Exempt Appendix - Taxi Licence Application
