Code of Conduct

Members are required to comply with the requirements of the Localism Act 2011 and the Council’s Code of Conduct regarding disclosable pecuniary and other interests.

Minutes

To confirm the minutes of the last meeting of Council (previously circulated) as a correct record.

 

Minutes:

The minutes of the last meeting held on 19 October 2018 were confirmed as a correct record and signed by the Chairman.

Urgent Business

To consider any items of business which the Chair has had prior notification and considers to be urgent pursuant to Section 100B (4) (b) of the Local Government Act 1972.  The reason for the urgency shall be specified in the minutes.

To make the Fontmell Magna Neighbourhood Plan 2017 - 2031 part of the development plan for use in planning decisions in the Fontmell Magna Neighbourhood Area.

The Portfolio Holder of Planning presented a report seeking members support to make the Fontmell Magna Neighbourhood Plan 2017 – 2031 part of the development plan for use in planning decisions in the Fontmell Magna Neighbourhood Area.

 

He advised members that the Parish Council, on behalf of parish residents, greatly appreciated the time and effort contributed by the councils consultant, and the group of volunteers from the parish and who had served at various times on the working group over the past 30 months. The district council held a referendum on 15 November 2018 with the area covered by the referendum being the parish of Fontmell Magna.  Over 91.5% voted in favour of the plan with 8.5% voting against the plan.  The overall turnout was 48%.  Members noted that where a referendum result is more than half of the community voting in favour of the proposal the District Council must adopt the plan. 

 

In addressing the Council, the local ward member Cllr C Langham thanked the Fontmell Magna Team for their efforts in succeeding in developing the plan which should act as the blue print for sustainable development in the area. As the Dorset County Council ward member for the area, the Leader of the Council took this opportunity to congratulate all who had been involved in producing a successful neighbourhood plan.

 

It was proposed by Cllr C Langham seconded by Cllr D Walsh

 

Decision

 

(a)       That the District make the Fontmell Magna Neighbourhood Plan 2017-2031 (as set out in the Appendix A of the report) part of the statutory development plan for the Fontmell Magna Neighbourhood Area.

 

(b)       That the District Council offers its congratulations to Fontmell Magna Parish Council and members of the Neighbourhood Plan Group in producing a successful neighbourhood plan.

To consider nominations for the appointment of Honorary Alderman.

Minutes:

The Leader of the Council set a report to seeking approval to confer the title of Honorary Alderman to Bill Batty-Smith, MBE, Deborah Croney, Victor Fox and Michael Roake.

 

The Leader of the Council continued that these four councillors deserved the council’s recognition for the collective 72 yeas of loyal service they had given to the North Dorset District Council and the public that they served.

 

It was proposed by Cllr G Carr-Jones seconded by Cllr V Pothecary

 

Decision

 

That a special meeting of Full Council be convened in the new year for the purpose of conferring the title of Honorary Alderman to Bill Batty-Smith MBE, Deborah Croney, Victor Fox and Michael Roake.
