PUBLIC PARTICIPATION 30 minutes will be set aside to allow members of the public to ask questions relating to the work of the Council. (If no questioners are present at this point, the meeting will proceed to the next item). Minutes: Honorary Alderman Ray Banham spoke about the sale of the toilets on Weymouth’s seafront. He felt that they were sold too cheaply and that officers should be deciding where replacement facilities should be situated rather than employing consultants. He suggested that new toilets be positioned on the Esplanade where they had been previously. He also questioned why one of the councillors had not declared an interest in the item.
Mr Ken Whatley expressed concern at the size of the signage on the Esplanade telling pedestrians to use the subway. He didn’t feel it was big enough to be noticed which resulted in pedestrians trying to cross the road at Kings Street. He also asked if the railings could be extended in the area for extra safety.
Mr Rob Underwood spoke with regard to current governance which he did not feel was good and lacked transparency. He felt that the town centre was not being cared for adequately and the council should be doing more to maintain buildings. He was unhappy about the toilets and didn’t feel the minutes were clear. |

COMMUNITY GOVERNANCE REVIEW FOR THE CREATION OF A TOWN COUNCIL PDF 90 KB To set out draft Terms of Reference for the Community Governance Review process required to create a Parish Council for Weymouth.
Minutes: The Brief Holder for Corporate Affairs and Continuous Improvement presented the report and advised that council were being asked to agree only the Terms of Reference for the Community Governance Review which would start the review.
Once agreed the Steering Group for Democratic Improvement would determine the finer details for recommendation to Management Committee on 18 April then Full Council on 1 June 2017.

Decision: to adopt the Terms of Reference for a Community Governance Review (CGR) for publication considering the creation of a new Parish Council covering the Weymouth area of Weymouth & Portland Borough Council area with a view to a new Parish Council being established at the same time as any new Unitary Council for Dorset. |
