Decision:

1.    That the Council makes a revocation order under s.14(2)(c) of the Planning (Hazardous Substances) Act 1990 to revoke the Hazardous Substances Consent (00/00243/HAZ) in place for the storage of natural gas on the site of Weymouth Holder Station, Newstead Road, Weymouth, Dorset; and

 

2.    That authority is given to submit the revocation order to the Secretary of State for confirmation, pursuant to s.15 of the Act.

 

This decision is taken under delegated powers, as set out in paragraph 151 of the Officer Scheme of Delegation, in the Council’s constitution.

 

Reasons for the decision:

The revocation of the Hazardous Substance Consent meets the relevant requirements under s.14(2)(c) of the Planning (Hazardous Substances) Act 1990. Revocation of the consent will remove the impediment of the hazardous substances use on the site and bring forward the opportunity for this site to benefit from productive use (i.e. potential future redevelopment, given its prime position overlooking Weymouth harbour).

 

Revoking this consent is not considered to lead to any material reduction of benefit to the community. National Grid have confirmed that natural gas has not been present at the site for 10 years, and the last gas holder was demolished in 2019.

The following councillors were consulted to seek their views on whether the application should be referred to the planning committee: Cllr David Shortell, Cllr Bill Pipe, Cllr Ryan Hope, Cllr Gill Taylor.

 

No conflicts of interest were declared, and none of the members requested that the matter be referred to committee.
