Election of Chairman and Statement for the Procedure of the Meeting pdf icon PDF 103 KB

To elect a Chairman for the meeting and the Chairman to present and explain the procedure for the meeting.

 

Minutes:

Proposed by Cllr Barron, seconded by Cllr Cocking.

 

Decision: that Cllr Emma Parker be appointed Chairman for the duration of the meeting.

Declarations of Interest

To receive any declarations of interest.

Minutes:

No declarations of disclosable pecuniary interests were made at the meeting.

Urgent items

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

86.

New Premises Licence Application for Leo Leisure, Weymouth pdf icon PDF 122 KB

An application has been made for a new premises licence for Leo Leisure in Weymouth. The application has been out to public consultation and has attracted relevant representations. A Licensing Sub-Committee must consider the application and representations at a public hearing.

The Licensing Team Leader presented the application for a new Bingo premises licence for Leo Leisure in Weymouth on the site of a former Bingo club There have been no changes to the times applied for and representation 3 in the report pack had been withdrawn.

 

The Town Council had also withdrawn it’s representation on acceptance of an amendment regarding the timings of the collection of reusable bottles and re-cycling material, this should take place only between the hours of 0800hrs and 22.00hrs not 23.00hrs as stated in appendix 2 of the report.

 

There were no questions from the sub-committee, the applicant or the objectors at this stage.

 

The Applicant’s Solicitor then presented the case for the application of a new licence, giving details of the proposal for the business and the demographic of Leo Leisure’s customers.

 

The sub-committee were invited to ask questions of the applicant.

 

The capacity for seating in the building would be the same as previous for the former bingo site and there would be approx. 5 – 6 live shows per year.  There would not be late night evening entertainment, this would take place before the games of bingo start and there would be a lady’s night once possibly twice a year.

Dispersal from the site would also be carefully managed by door staff.

 

The Licensing Team Leader did not have any questions for the Applicant.

The objectors present were invited to ask questions of the Applicant, their enquiries related to the timings of the licence applied for, the location of the bin stores and possible noise disturbance.

 

The Applicant invited the objectors to go and see him on site should there be any problems going forward and would be happy to discuss the timings of the bin refuse collection. 

 

There were no questions for the two objectors.

 

All parties were given the opportunity to sum up their case prior to the sub-committee retiring to make their decision.

 

 

 

 

 

87.

Exempt Business

To move the exclusion of the press and the public for the following item in view of the likely disclosure of exempt information within the meaning of paragraph x of schedule 12 A to the Local Government Act 1972 (as amended).

The public and the press will be asked to leave the meeting whilst the item of business is considered.

Proposed by Cllr Cocking, seconded by Cllr Barron

 

Decision: That the press and the public be excluded for the following item(s) in view of the likely disclosure of exempt information within the meaning of paragraph 3 of schedule 12 A to the Local Government Act 1972 (as amended).

 

The Sub-committee retired to make their decision.

 

Decision: To GRANT the Premises Licence subject to the mandatory conditions and the conditions consistent with the operating schedule in Appendix 2 of the Application with condition 5 for the Prevention of Public Nuisance amended by replacing ’23:00’ with ‘22:00’.
