Heading: | Motion - Making Dorset a Living Wage County Council |
Item: | To consider the following motion(s) submitted by members of the Council: Paul Kimber (County Council Member for Portland Tophill), Mike Byatt (County Council Member for Weymouth Town), Kate Wheller (County Council Member for Portland Harbour) and Dan Brember (County Council Member for Rodwell): Making Dorset a Living Wage County Council A 'living wage' was first established in the UK in 2001. It has political support from the leaders of all of the major political parties; being described by Prime Minister David Cameron as "an idea whose time has come". Many large private sector employers such as Holiday Inn, Barclays and KPMG are accredited Living Wage employers, reflecting best practice in the private sector; Currently the living wage rate is £7.45 per hour outside of London and £8.55 within London. The rate for outside London is calculated using incomes and prices data, on a system developed and maintained by the Centre for Research in Social Policy at Loughborough University; According to charity Barnardo's over 58 per cent of children who live in poverty in the UK have at least one parent in paid work; Local authorities such a Preston and Oxford have incorporated living wage clauses within their public sector procurement strategies; The Living Wage Foundation estimates over 10,000 families have been helped out of working poverty across the UK as a result of a living wage. We believe that Dorset County Council has a duty to be a good employer, as one of the county's largest employers; our leadership can contribute to setting the standards for decent employment for all citizens of Dorset. The procurement strategy of Dorset Council can influence and encourage behaviour in the private sector, ensuring that our partners uphold the same commitment to equality as we do. There is a strong case for exploring the viability and benefits to Dorset Council to fully implement the Living Wage in our pay scales on a permanent basis. The Living Wage should also be implemented in Dorset's private sector employers, and by forming a Fairness Commission, we can demonstrate, through research and action, the benefits of Dorset becoming a Living Wage County. The Council is asked to: Meet with the Dorset County Council Living Wage campaign, community groups, trade unions, and other stakeholders should explore the benefits of implementing the Living Wage for Dorset County Council workers, and for those who work for our contractors, and for those to whom we fund through grants. Develop a business plan for a Dorset County Council we set up a Fairness Commission, to examine social and economic inequality in our County and how to redress this and how to make Dorset a fairer County; drawing in expertise from Dorset's diverse communities and sectors.
