Heading:To consider the following motions submitted by members of the Council. In accordance with Standing Order 17, motions which if adopted would constitute the exercise of an executive function, shall be presented to the Council by the proposer and be referred automatically to the appropriate Committee without debate by the Council. The motion will be placed on the next appropriate agenda. The appropriate Committee will then consider how the motion will be dealt with.
Item:Unless determined otherwise by the Chairman the maximum time to be allowed to present each motion shall be 10 minutes. Paul Kimber (County Councillor for Portland Tophill): Navitus Bay The motion is seconded by: Mike Byatt (County Councillor for Weymouth Town) 'The Dorset County Labour Group opposes and regrets the Government's decision not to proceed with the wind farm called Navitus Bay. Had this gone ahead Dorset would have been playing its part in supplying innovative sustainable energy that would have cut our reliance on fossil fuels in the County. We believe the creation of jobs, work and prestige would have had a great benefit for our Dorset community plus quality employment for the local workforce and economic community. We regret this great loss, which we believe will be felt for years. Therefore this Council calls on the Government to reconsider their decision regarding Navitus Bay.' Ros Kayes (County Councillor for Bridport): Trade Union Bill The motion is seconded by: Janet Dover (County Councillor for Colehill and Stapehill) 'This Council recognises the positive contribution that trade unions and trade union members make in our workplaces. This Council values the constructive relationship that we have with our trade unions and we recognise their commitment, and the commitment of all our staff, to the delivery of good quality public services. This Council notes with concern the Trade Union Bill which is currently being proposed by the Government and which would affect the Council's relationship with the trade unions and our workforce as a whole. This Council rejects this Bill's attack on local democracy and the attack on our right to manage our own affairs. This Council is clear that facility time, negotiated and agreed by us and the trade unions to suit our own specific needs, has a valuable role to play in the creation of good quality and responsive local services. Facility time should not be determined or controlled by the Government. This Council is happy with the arrangements we currently have in place for deducting trade union membership subscriptions through our payroll. We see this as an important part of our positive industrial relations and a cheap and easy to administrative matter for the Council should not be interfered with by the Government. This Council resolves to seek to continue its own locally agreed industrial relations strategy and will take every measure possible to maintain its autonomy with regard to facility time and the continuing use of check-off.'
