Terms of Reference To note the Terms of Reference for the Staffing Committee as set out below. The primary role of the Staffing Committee is to
undertake the selection process for the appointment and make recommendations in
relation to the appointment and dismissal of the Head of Paid Service, Chief
Finance Officer and Monitoring Officer of the Dorset Council. The committee will undertake the selection process for the appointment and making the appointment and dismissal of any other statutory Chief Officer or Deputy Officer of the Dorset Council. The committee will also hear and determine any appeals by the Head of Paid Service, Chief Finance Officer, Monitoring Officer, statutory Chief Officers and Deputy Chief Officers under the Dorset Council policies and procedures; and hear/deal with disputes registered with the Dorset Council by recognised Trade Unions. Appointment of the Director of Public Health PDF 108 KB To consider a recommendation from a recent interview process to confirm the appointment of the Director of Public Health. Additional documents: Minutes: The Committee
considered a report by the Cabinet Member for Adult Social Care in relation to
the appointment of the Director of Public Health for Dorset Council and
Bournemouth, Christchurch and Poole Council.
The appointment
process was undertaken on 20 June 2019 and had resulted in Sam Crowe being
recommended for appointment. The
Committee was satisfied that the selection process was robustly applied, and
that Sam Crowe should be appointed to the role via recommendation to Public
Health England. It was clarified
that Dorset Council hosted the role, but that it was a joint appointment by
both councils. It was therefore
necessary to include delegated authority for the Chief Executive to consult
with the Chief Executive of Bournemouth, Christchurch and Poole Council and the
respective portfolio holders to agree the salary for the post within the salary
range advertised. The recommendation of
the Committee would then be submitted to Public Health England who would then
submit it to the Secretary of State for Health and Social Care for final
approval. Decisions 1. That following
an extensive recruitment and selection process Sam Crowe be recommended for appointment
to the post of Director of Public Health for Dorset Council and Bournemouth,
Christchurch and Poole Council. 2. That the
Committee delegates authority to the Chief Executive, after consultation with
the Chief Executive of Bournemouth, Christchurch and Poole Council and the
Adult and Health portfolio holders for both councils, the ability to agree the
spot salary, within scale advertised, for the appointment of the Director of
Public Health. Reason for
Decisions The post is a statutory appointment hosted by Dorset Council and as such requires the approval of the Staffing Committee. |
