Purpose:

To defer the implementation of overnight charges until after there has been a review of charges and the wider parking service.

Decision:

A planned review of parking across the council area is due to take place in 2025. This will cover current parking demand and what will be required into the future to ensure that our parking offer is suitable for residence, business and visitors. As part of this review the charging strategy will be examined and other options reviewed. This will include the potential for an overnight parking charge. This review will be taken to Overview, Scrutiny and Cabinet in due course. Delaying the implementation of overnight charging until this review is completed will ensure that we have taken all stakeholders opinion into consideration and have investigated any potential negative effects of overnight charging.

Reasons for the decision:

Concerns were raised by members, the public and other stakeholders regarding the implantation of overnight charging during the budget setting process. To ensure that these have been thoroughly examined, implementation will be deferred until after the review has been completed.

Alternative options considered:

To implement overnight changes as soon as possible after April 1st, 2025 – The level and breadth of concerns was higher enough to recognise that a further review of the decision was required. 

Financial Implications:

Introduce evening parking charges had an expected income of £235,000.
