The
Council defines a key decision, in terms of procurement activity, as those with
a financial consequence of £500k or more. This report will provide notice of
the planned / known procurement activities that Cabinet will need to make a key
decision on for 2025-2026.
(a) Cabinet agreed to begin each of the
procurement procedures listed in Appendix 1 of the report of 25 March 2025.
(b) That authority be delegated to the relevant
Cabinet Member, in consultation with the relevant Executive Director to agree

b. changes (within the broad parameters of the
procurement briefing notes available on request) related to matters including
(usually through a project initiation document and tender evaluation model):

and contract description

and any
relevant matters related the Council transformation programme.
Reason for the
decision
Cabinet was required to approve all key decisions with financial consequences of £500k or more. Therefore, it was good governance to provide Cabinet with a summary of all proposed procurements, that individually were estimated to be a total value of £500k or more, prior to procurement procedures formally commencing.
