To
grant planning permission subject to planning conditions and informatives in
accordance with the committee resolution of the Strategic and Technical
Planning Committee of 31st March 2025 and in accordance with the resolution,
the addition of a planning condition requiring a scheme for the future
maintenance of the access roads and an addition to the informative regarding
CCTV to refer to the access roads. The condition and informative wording have
been first agreed in writing by the chair of the committee.
In
accordance with the resolution of the Strategic and Technical Planning
Committee on 31st March 2025. The wording of the additional planning condition
and amended wording of the informative have been agreed with the Chair of the
Committee on 31st March 2025 in accordance with the resolution of
the committee.
A late
comment was received after the committee meeting on 31st March 2025 from the
National Grid. It was however a repeat of a response they had already submitted
on the application in September 2024 which had been summarised in the committee
report presented to the January 2025 meeting and was available to view on the
planning register at the time of the committee meeting. The late comment does
not therefore raise any new issues or considerations that weren’t already
considered by the officer in the committee report. The chair has also been made
aware of this matter. Given the contents of the representation had been
received previously and therefore were summarised already in the committee
report it is considered that the receipt of the late representation on 31st March
would not have led to a materially different outcome at the committee meeting.
The
case officer was also made aware following the committee meeting of a
representation sent directly to the members of the planning committee by email
on 26th March 2025, which was not copied to the case officer. Therefore, whilst
the case officer did not summarise the representation in the update sheet or as
part of their verbal presentation the members had the representation to
consider at the time of the committee meeting. The case officer has reviewed
the representation since the meeting, having been made aware of it, and
considers it does not raise new issues, given the contents of the committee
reports, verbal presentations to the committee, responses to public speaking
and technical questions at the meetings and the consultations and subsequent responses
received from the Environment Agency and the DFRS during the life of the
application.
