This decision is in respect of the provision of Community Health Improvement Service (CHIS).

Seeking Officer Delegated Decision for the agreement begin the procurement process for the provision of CHIS and that the further step of making any contract award is delegated to the Portfolio Holders, Cllr Jane Somper, and Cllr David Brown, in consultation with Sam Crowe, Director of Public Health.

This Officer Delegated Decision is being taken in accordance with the Scheme of Delegation item 32 (Chief Officer decisions in cases of urgency).

The following Cllr’s have been consulted in respect of this Officer Delegated Decision:

Cllr. Jane Somper, Adult Social Care, Health and Housing, Dorset Council 

Cllr David Brown, Health and Wellbeing, Bournemouth, Christchurch, and Poole

The total value of the provision of CHIS will be over £500k. Expenditure over £500k is a Key Decision for the Joint Public Health Board and the key decision was sought from the Joint Public Health Board in the paper below to begin the procurement for this expenditure over £500k.

Community Health Improvement Services (CHIS) Procurement 

The Board was unable to convene at this meeting to provide this Key Decision to Public Health Dorset hence the need for an Officer Delegated Decision. There is a pressing need to commence procurement as the current provision is due to expire 31 March 2024 and this decision to begin the procurement cannot wait until the next available meeting of the Joint Public Health Board. 

* It should be noted that since the publication of this paper, new procurement legislation in respect of commissioning health services attained Royal Assent, namely Provider Selection Regime 2023 (PSR23) and will come into force as from 1 January 2024. As such the procurement of CHIS, by law, will have to follow the contracting model options under PSR23. The procurement will commence in January 2024 and the outcome will be the same in that any eligible provider may be contracted to deliver CHIS. The project Procurement Initiation Document will reflect the revised approach in accordance with PSR23.
