Decision: No - Following a successful bid for Single Homeless Accommodation
(SHAP) funding, Dorset Council was awarded funding by The Ministry for Housing
Communities and Local Government and Homes England. Dorset Council matched the
funding provided by MHCLG. The total cost of the tendered work is £449,995:002024.

Dorset Council is a unitary authority and provides temporary accommodation for those in housing need under the Housing Act 1996 Part VII and the Homelessness Reduction Act 2017. Dorset has a high number of people homeless or in emergency accommodation and the Council has a target to eliminate the use of Bed and Breakfast accommodation over the next four years. The Single Homeless Accommodation Programme (SHAP) is a £200 million Government fund to support the ending of rough sleeping. This fund is aimed particularly at adults with a long history of rough sleeping with complex needs and younger people (aged 18-25) at risk of homelessness. Dorset Council was successful on the 25th January 2024, with a bid for Phase 2 of this project with funding being provided by The Ministry for Housing Communities and Local Government (MHCLG) and Homes England. Dorset council matched this funding from The Housing Capital Project Fund providing enough money to install the five proposed off-site constructed single accommodation units, one accessible, in addition to the twelve Phase 1 units located on the same site that were installed in 2021-22, to complete the project. The Client for this project, Dorset Council Housing Services, appointed Dorset Council Assets & Regeneration to deliver the project. They in turn appointed External Consultants, Currie & Brown to act as Principal Designer, Contract Administrator and Quantity Surveyor along with The Dorset Council Procurement Team to tender for the works. Dorset Procurement proposed an open tender route via the Proactis Framework and following all due diligence and the latest procurement rules the project was awarded to Qube Construct Ltd. |
Alternative options
considered and rejected:
Option 1:
To carry out a tender via a
designated off-site construction framework, however due to the size, value and
specification of the project, this procurement route may have resulted in an
outcome that was not cost effective. The project due to its funding has a
finite budget so this was rejected.
Option 2:
The open tender route was
agreed, as directed by Procurement, as best practice. However, with the funding
having a cut-off date of offer 31st March 2025 and a maximum value £449,995:00, there were
pass/fail questions for cost and programme within the tender, any company that
could not agree to these were discounted from the tender process.
