Decision: 

At the Eastern Area Planning Committee meeting on the 23 July 2025, the committee resolved to Grant consent for Planning Application reference P/HOU/2025/01935 – Retain Garage – Little Haythorn, Woodlands, BH21 7JG subject to conditions and the completion of a S106 Planning Obligation. 

The minutes for that meeting confirm: 

That the application be granted subject to the conditions set out in the appendix to these minutes and the completion of a satisfactory planning obligation. 

1. That authority be delegated to the Service Manager for Development Management and Enforcement and Development Management Area Manager East to issue 7 planning permission subject to the following conditions following completion of a S106 Planning Obligation that prevents the carrying out of works secured under application P/CLP/2024/07524 and subject to the conditions set out in the appendix to these minutes.  

2. Refuse permission for the reasons set out in the appendix to these minutes if the s106 agreement is not completed within 6 months of the date of approval or such extended time as agreed by the Service Manager for Development Management and Enforcement and/or the Development Management Area Manager East. 

This decision relates to an extension of time request by the Case officer, in order to facilitate completion of the planning obligation in July 2026. 

A planning obligation is required for the reasons set out in the Committee report.  

An extension of time is agreed until the end of October 2026 to allow for the s106, currently in draft,  to be completed in a form to be agreed by the legal services manager.  

Had the planning obligation not been completed then Members of the Committee resolved to refuse permission.
