P/HOU/2024/06282 - 6 Cobbs Road, Colehill BH21 2RL Erect extensions and create off road parking with modified access. Additional documents: Minutes: The Planning Officer presented the application,
which was for the erection of an extension and creation of offroad parking. It
was explained that the application had come to the committee for determination
because the Parish Council had made an objection. The location of the site was shown to members and
the context of the site described, it fell within the green belt and
Conservation Area. Photographs of the existing dwelling and surrounding area
were provided, to give an indication of the current condition of the site. The proposed site plan was shown and the extension
and parking area were highlighted on the plans. Photographs of the interior of
the dwelling showed it to be in a poor state of repair. It was explained that the applicant had gone through
an extensive pre-application process to come up with an appropriate scheme and
it was noted that a previous application in 2022 had been refused. Officers considered that the proposal represented a proportionate
increase in the overall volume of the dwelling that was acceptable in the Green
Beltand that it would not cause harm to the
Conservation Area. There were also no objections from the Conservation Officer
subject to conditions. Public representation was received from Ms Spiller,
the agent for the application, who noted that the proposal had received support
from several neighbours. It was explained that the applicant had worked closely
with the planning officers to ensure that a suitable scheme was presented. Having had the opportunity to debate the merits of
the application, members were in agreement that the application was appropriate
and demonstrated the value of the pre-application process. It was proposed by Cllr Coombs and seconded by Cllr
Sowry-House that the application be granted. Decision: That the application be granted subject to
the conditions set out in the appendix to these minutes. |

P/HOU/2024/07587 - 63 Sandy Lane, Upton Raise the ridge of the roof and convert the loft space to form living accommodation with dormer window and rooflights. Additional documents: Minutes: With the aid of a visual presentation including plans and aerial photographs, the Development Management Team Leader identified the site and explained the proposal, which was to raise the roof height to an existing dwelling to achieve first floor accommodation. Photographs of the dwelling provided a visual context of the location of the site and photographs were also provided of other properties nearby, which had undergone similar renovations. Officers considered that these other examples were modest in nature and did not have as significant an impact on the character of the area due to their location and site specific considerations. Public representation was received from Mr McKeon, the agent for the application, who noted that there had not been any objections on the grounds of neighbouring amenity and that there were a number of properties in the area, which had undergone similar renovations. Several members expressed support for the application due to there already being a variety of different styles and designs of dwellings on the street, therefore they did not consider that the extended roof height and dormer window would detrimentally impact the character of the area. In addition, members agreed to include a condition to ensure that obscured glazing was used in the additional dormer windows and two rear bedroom rooflights, to protect neighbouring amenity. It was proposed by Cllr Ezzard and seconded by Morgan that the application be granted. Decision: That the application be granted subject to the conditions set out in the appendix to these minutes. |

P/HOU/2024/03895 - 9 Caesar’s Way, Corfe Mullen, BH18 9DP Erect single storey front, side and rear extension. Additional documents: Minutes: Cllr Sowry-House and Cllr Florek moved to the public seating area in the room at 10:46. With the aid of a visual presentation including plans and aerial photographs, the Development Management Team Leader identified the site and explained the proposal, which was a retrospective application for a single storey front extension. It was explained that there was an error in the original plans, which resulted in the extension being located approximately 17cm away from the street rather than the approved distance of 1m. Concerns had been raised about the impact on neighbouring amenity and highway safety, however officers did not consider these concerns to warrant refusal of the application. Public representation was received from Cllr Sowry-House, who spoke as the local Ward Member. He noted that the extension contributed to an intrusive impact on the street scene, which harmed the character of the area and as such the 17cm set back distance was inappropriate. Cllr Sowry-House and Cllr Florek left the room. The committee had the opportunity to debate the merits of the application and several members raised concerns with the application. They considered that the distance of 17cm between the extension and the highway was too small and this negatively impacted the character of the area and the visual amenity of the street scene. It was proposed by Cllr Coombs and seconded by Cllr Trite that the application be refused. Decision: That the application be refused for the reasons set out in the appendix to these minutes. |

P/FUL/2023/00864 - Blue Waters and Lichen Haven, Studland Erect 3 no. dwellings with associated parking, access and landscaping. (demolish existing dwellings) Additional documents: Minutes: The Development Management Team Leader presented the report for the variation of condition application. It was explained that the proposal was to vary a condition on an application that had previously been brought to the committee and approved in September 2024. It was explained to members that the application was to vary a condition to ensure that the dwellings used 120 litres of water per day, rather than the previously approved 125 litres in order to align with the nutrient neutrality calculation used to identify necessary mitigation to avoid harm to Poole Harbour Special Character Area and this would be achieved through more efficient fittings in the dwellings. Public representation was received from Ms Spiller, the agent for the application, who spoke in support of the proposal. Members agreed that the proposed change would not detrimentally impact the application. It was proposed by Cllr Sowry-House and seconded by Cllr Hobbs-Chell that the application be granted. Decision: That the application be granted subject to the conditions set out in the appendix to these minutes. |
