other registrable or non-registrable interests as set out in the adopted Code
of Conduct. In making their disclosure councillors are asked to state the
agenda item, the nature of the interest and any action they propose to take as
part of their declaration. If required, further advice should be sought from the Monitoring Officer in advance of the meeting. Minutes: No declarations of disclosable pecuniary interests were made

New Premises Licence Application for 27 Station Road, Swanage PDF 354 KB An application has been made for a new premises licence for 27 Station Road, Swanage. The application has been out to public consultation and has attracted relevant representations. A Licensing Sub-Committee must consider the application and representations at a public hearing. Minutes: The Senior Licensing Officer presented a report to consider a new
premises licence application for the sale of alcohol from Monday
to Sunday 1100 to 2300 hours at 27 Station Road, Swanage. The applicant had agreed to some additional
conditions requested by Dorset Police and these were
attached to the report at appendix 2. The Senior Licensing Officer
reminded members that live and recorded music would not be licensable under the
Live Music Act 2012 and re-iterated the four options available for decision by
the committee. There were no questions for the Senior Licensing Officer. The Applicants was given the opportunity to present their
case to the sub-committee. They
explained that the business had been operating under a Temporary Event Notice
(TEN) since opening two weeks ago, with no complaints or problems. Their intention was to provide a calm
relaxing and safe place for families to have a drink and planned to introduce
food at a later date. Sub-committee members, followed by the objectors were given
the opportunity to ask questions of the applicant. The three objectors were invited to put their cases
forward. Their concerns were focused on
the possibility of public nuisance and noise for residents living in the
vicinity of the premises. Following the opportunity for those present to ask questions
of all parties, everyone was invited to sum up their case. The Senior Licensing Officer confirmed that
no complaints had been received relating to the premises during the two periods
that had run under a TEN and that there were no licensing limits based on the
location of the premises as this was not in a Cumulative Impact Area. The sub-committee retired to make their decision. |

Exempt Business To move the exclusion of the press and the public
for the following item in view of the likely disclosure of exempt information within
the meaning of paragraph x of schedule 12 A to the Local Government Act 1972
(as amended). The public and the press will be asked to leave the
meeting whilst the item of business is considered. Minutes: Proposed by Cllr Williams, seconded by Cllr
Heatley. Decision: that the press and the public be excluded for the following item(s) in
view of the likely disclosure of exempt information within the meaning of
paragraph 3 of
schedule 12 A to the Local Government Act 1972 (as amended). Decision: To GRANT a Premises Licence together with the usual
mandatory conditions, and the conditions consistent with the Operating Schedule
(as agreed between the Applicants and the Police).
