Election of Chair and Statement for the Procedure of the Meeting pdf icon PDF 73 KB

To elect a Chair for the meeting and the Chairman to present and explain the procedure for the meeting.

 

Minutes:

Proposed by Cllr Wheller and seconded by Cllr Parker.

 

Decision: That Cllr Monks be elected as Chair for the duration of the meeting.

To receive any apologies for absence.

 

Minutes:

No apologies for absence were received at the meeting.

106.

Declarations of Interest

To disclose any pecuniary, other registrable or non-registrable interests as set out in the adopted Code of Conduct. In making their disclosure councillors are asked to state the agenda item, the nature of the interest and any action they propose to take as part of their declaration.

 

If required, further advice should be sought from the Monitoring Officer in advance of the meeting.

 

Minutes:

No declarations of disclosable pecuniary interests were made at the meeting.

Urgent items

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

108.

Exempt Business

To consider passing the following recommendation:  

 

Recommendation  

 

That in accordance with Section 100A(4) of the Local Government Act 1972 to exclude the public from the meeting for the business specified in item(s) No 6,7,8 and 9 because it is likely that if members of the public were present there would be disclosure to them of exempt information as defined in paragraph(s) 1 of Part 1 of schedule 12A to the Act and the public interest in withholding the information outweighs the public interest in disclosing the information to the public.  

 

The public and the press will be asked to leave the meeting whilst the item of business is considered. (Any live streaming will end at this juncture).  

Reason for taking the item in private.

Minutes:

Proposed by Cllr Parker and seconded by Cllr Wheller.

 

Decision:

 

That the press and the public be excluded for the following item(s) in view of the likely disclosure of exempt information within the meaning of paragraph 3 of schedule 12 A to the Local Government Act 1972 (as amended).

Taxi Driver

Minutes:

The Sub-Committee considered a report to determine whether the Applicant was a fit and proper person to hold a Private Hire Driver’s Licence after an offence was revealed during the application process.

 

The Senior Licensing Officer presented the report.

 

The Applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

 

The Sub-Committee retired to make its decision.

 

Decision: To refuse the Private Hire Driver’s Licence.

Taxi Driver

Minutes:

The Sub-Committee considered a report to determine whether the Applicant remained a fit and proper person to hold a combined Hackney Carriage and Private Hire Driver’s Licence after an offence was revealed after the licensed driver informed the Licensing Authority of a driving endorsement.

 

The Senior Licensing Officer presented the report.

 

The Applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

 

The Sub-Committee retired to make its decision.

 

Decision: To revoke the combined Hackney Carriage and Private Hire Driver’s Licence.

The Sub-Committee considered a report to determine whether the Applicant was a fit and proper person to hold a Private Hire Driver’s Licence after offences were revealed during the application process.

 

The Senior Licensing Officer presented the report.

 

The Applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

 

The Sub-Committee retired to make its decision.

 

Decision: To Grant the Private Hire Driver’s Licence.
