To elect a Chair for the meeting and the Chair to present and explain the procedure for the meeting.

 

Minutes:

Proposed by Cllr Jill Haynes, seconded by Cllr Claudia Webb.

 

Decision: that Cllr Derek Beer be elected as Chair for the duration of the meeting.

Licence Variation - Seal’s Cove, Bridport pdf icon PDF 208 KB

An application has been made to vary the premises licence for Seal’s Cove in Bridport. The application has been out to public consultation and has attracted relevant representations.  A Licensing Sub Committee must consider the application and representations at a public hearing.

The Licensing Team Leader introduced the report. The application was to increase the area licence cover to the whole of the inside of the building and to allow off sales of alcohol and to permit live and recorded music in the garden area to the rear of the building. Environmental Protection Team had requested some of the hours be reduced and conditions relating to the prevention of public nuisance be added to any variation granted to address issues related to noise at the premises. The Applicant agreed to the hours and the additional conditions except for those conditions relating to external speakers and no amplification of live or recorded music in the garden area.

 

The Designated Premises Supervisor, Mr Byrne on behalf of the applicant, addressed the Sub-Committee. He informed that the premises had currently a children’s soft play centre with a climbing wall and a themed bar was nearly completed. The premises aimed to be an adventure centre with Lazer Quest coming soon. He explained that there was a nice walk along the river, and he did not want to impact the area but improve upon it. He understood the residents’ concerns and would make sure the outside space was clear by 10 pm at night, to be respectful with lighting and he would not use the speaker frequently. The speaker would be used for events like a Christmas market in the space, to play background music. He recognised one of the main attractions to the river was to have some peace and quiet and the speaker would not be used very often.

 

Mr Byrne responded to Cllr questions by adding that upstairs there was going to be a shooting range which would use Virtual Reality and not live ammunition. He estimated that the soft play was limited to 140 people per session. The bar and dining area would allow 150 people and outside area 100 people. He did not want the bar to impact the existing business of the soft play. The soft play would be open until 5.30 or 6 pm and then the bar would be open after the soft play closes. The bar was themed as a Viking Village, and he planned to sell mead. The off sales were so that a holiday maker or local could take away a bottle of mead. The premises was next door to a CO-OP and a Lidl so he did not think that people would come in and pay his prices and drink it by the river. There would be security at the premises, and he would have a list of taxi drivers so that patrons could use taxis to return home. Security would be all the time at first at the bar area and then reduced when needs were identified. He was aware that the premises had a reputation for kid’s soft play, so did not want to have a reputation of drunkenness or drugs.
