Election of Chairman and Statement of the Procedure for the Meeting pdf icon PDF 64 KB

To elect a Chairman for the meeting and the Chairman to present and explain the procedure for the meeting.

Minutes:

It was proposed by, Cllr Wheller, seconded by Cllr Parker.

 

Decision: That Cllr Andrews be elected as Chairman for the duration of the meeting.

Declarations of Interest

To receive any declarations of interest.

Minutes:

No declarations of disclosable pecuniary interests were made at the meeting.

 

44.

Urgent items

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

 

Minutes:

There were no urgent items.

45.

Exempt Business

To move the exclusion of the press and the public for the following items in view of the likely disclosure of exempt information within the meaning of paragraph 1 of schedule 12 A to the Local Government Act 1972 (as amended).

The public and the press will be asked to leave the meeting whilst the item of business is considered.

 

Minutes:

It was proposed by Cllr Parker, seconded by Cllr Wheller.

 

Decision

 

That the press and the public be excluded for the following item(s) in view of the likely disclosure of exempt information within the meaning of paragraph 3 of schedule 12 A to the Local Government Act 1972 (as amended).

46.

Determination of an Application for a Private Hire Driver's Licence

To consider a report of the Licensing Team Leader.

Minutes:

The Licensing sub-committee received a report from the Licensing Team Leader who outlined the details of the application for a Private Hire Driver’s Licence.

 

Both the applicant and representative were invited to address the sub-committee members and the committee members asked questions of the applicant.

 

The sub-committee adjourned to discuss the application and make their decision.

 

On returning the Chairman delivered the outcome of the appeal.

 

Decision: That the application be refused.  The subcommittee did not feel that the applicant could be considered a fit and proper person to hold a Private Hire Driver’s Licence, in accordance with the relevant legislation.

 

 

 

47.

Consideration of current Private Hire Operator's Licence

To consider a report of the Licensing Team Leader.

Minutes:

The Licensing sub-committee received the report from the Licensing Team Leader which recommended that that the Authority revoke the Private Hire Operators Licence.

 

The applicant was not present.

 

The sub-committee adjourned to make their decision.

 

Decision: that the Private Hire Operators Licence be revoked.  The sub-committee did not find it possible to reconcile the complaints received with being a “fit and proper person” for the purpose of holding a Private Hire Operators Licence at this time.
