New Premises Licence Application for Sherborne House, Sherborne PDF 377 KB An application has been made for a new premises licence for Sherborne House for the sale of alcohol, late night refreshment, Plays, Films, Indoor Sporting Events, Live Music, Recorded Music, Performances of Dance, anything of a similar description within (e), (f) or (g). The application has been out to public consultation and has attracted relevant representations. A Licensing Sub Committee must consider the application and representations at a public hearing. Minutes: The Senior Licensing Officer introduced the report to
consider a new premises licence for Sherborne House. He confirmed that the
display of the notices was advertised correctly in accordance with the law and
outlined what was required for the display of notices. The solicitor covered the history of Sherborne House, the
events that were going to be held, and the hours applied for in the licensing
application. He informed the committee that Sherborne house was a historic
building which is on the historic building at risk register and that they
intended to restore the building for public use. The applicant planned to have
a visual arts centre and to make the house financially sustainable and not
reliant on fundraisers through commercial activities such as, a bistro,
restaurant, cocktail bar and functions rooms, business meeting rooms and letting
rooms for businesses. The management team would be led by Mr Lee, who had 30
years’ experience in the hospitality sector and held premises licences in the
past. The premises would provide jobs for 30 people on a full time and part
time basis. On a day-to-day basis all licensable activities would cease at
23.00 hours except for pre-arranged functions such as, weddings, celebrations,
and award ceremonies. The premises would not operate as a late-night night club
but instead run pre-booked events which would be in keeping with the style and
nature of the premises. The applicant offered his apologies to the residents
that felt they had not been included in consultation and ensured that they will
be included and engaged with as the premises open in 2024. People would not be
allowed to bring their drinks outside after 11 pm at night. The Senior Licensing Officer clarified that for the 28-day
consultation period for any new premises licence there were only a few
requirements that the applicant needed to do such as, advertising at the
premises, in the local newspaper and on the licensing website. There was no
obligation by law to consult with local neighbours. Mr and Mrs Oswald raised concerns over the uncertainty over
the number of events that would take place and how long these events would
last. They added that 1 o’clock in the morning seemed too late for an arts
centre. Mrs Ballister informed the committee that she was very
supportive of the development of Sherborne House. But the house was surrounded
by dense housing on most sides and Newland on the south side of the house was
very quiet in the evening, with limited vehicle traffic. She objected to an
alcohol licence with the exception of New Years eve going on to 1 o’clock in
the morning. She believed that a licence until 11 o’clock was more than enough
and that in the summer months when there are more weddings, she would be unable
to open windows due to the noise. All parties were given the opportunity to have their say and
sum up. |

Exempt Business To move the exclusion of the press and the public for the
following item in view of the likely disclosure of exempt information within
the meaning of paragraph 3 of schedule 12 A to the Local Government Act 1972
(as amended). The public and the press will be asked to leave the meeting whilst the item of business is considered. Minutes: There was no exempt business. The public part of the meeting concluded, and the
committee moved to make their decision in private. Decision: To GRANT a Premises Licence together with the usual
mandatory conditions and the conditions consistent with the Operating Schedule
as revised by the applicant and the additional condition imposed by the
