To elect a Chair for the meeting and the Chair to present and explain the procedure for the meeting.

It was proposed by Cllr Haynes and seconded by Cllr Lugg that Cllr Starr be elected as Chair for the meeting.

Decision: That Cllr Starr be elected as Chair for the duration of the meeting.

To receive any apologies for absence.

There were no apologies.

To disclose any pecuniary, other registrable or non-registrable interests as set out in the adopted Code of Conduct. In making their disclosure councillors are asked to state the agenda item, the nature of the interest and any action they propose to take as part of their declaration. If required, further advice should be sought from the Monitoring Officer Public Document Pack Public Document Pack in advance of the meeting.

There were no declarations of interest.

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

There were no urgent items.

To consider passing the following recommendation:

Recommendation:

That in accordance with Section 100A(4) of the Local Government Act 1972 to exclude the public from the meeting for the business specified in item(s) No 6 because it is likely that if members of the public were present there would be disclosure to them of exempt information as defined in paragraph(s) 1 of Part 1 of schedule 12A to the Act and the public interest in withholding the information outweighs the public interest in disclosing the information to the public. The public and the press will be asked to leave the meeting whilst the item of business is considered. (Any live streaming will end at this juncture).

It was proposed by Cllr Haynes and seconded by Cllr Lugg.

Decision: That the press and the public be excluded for the following item(s) in view of the likely disclosure of exempt information within the meaning of paragraph 1 of schedule 12 A to the Local Government Act 1972 (as amended)

The Sub-Committee considered a report to determine whether the applicant was a fit and proper person to hold a combined Private Hire and Hackney Carriage licence after an offence was revealed during the application process.

The Senior Licensing Officer presented the report. The applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

Decision: To refuse the application to be licensed as a Combined Private Hire and Hackney Carriage Driver.

The Sub-Committee considered a report to determine whether the applicant was a fit and proper person to hold a Private Hire licence after offences were revealed during the application process.

The Senior Licensing Officer presented the report. The applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

The Sub-committee agreed to adjourn the meeting to allow for additional information to be provided.

The meeting resumed on Friday 23 January 2026.

Decision: To refuse the application for a Private Hire licence.

The Senior Licensing Officer introduced the report and provided details on the drivers who were not compliant with the requirement to have an up-to-date DBS check.

Decision: That the licences of those drivers who had not responded to repeated requests be suspended, with immediate effect.
