To elect a Chair for the meeting and the Chair to present and explain the procedure for the meeting.

Proposed by Cllr Bown seconded by Cllr Parker.

Decision: That Cllr Beer be elected as Chair for the duration of the meeting.

To receive any apologies for absence.

There were no apologies for absence.

To disclose any pecuniary, other registrable or non-registrable interests as set out in the adopted Code of Conduct. In making their disclosure councillors are asked to state the agenda item, the nature of the interest and any action they propose to take as part of their declaration. If required, further advice should be sought from the Monitoring Officer Public Document Pack Public Document Pack in advance of the meeting.

There were no declarations of interest.

To consider any items of business which the Chairman has had prior notification and considers to be urgent pursuant to section 100B (4) b) of the Local Government Act 1972. The reason for the urgency shall be recorded in the minutes.

To consider passing the following recommendation:

Recommendation:

That in accordance with Section 100A(4) of the Local Government Act 1972 to exclude the public from the meeting for the business specified in item(s) No 6 because it is likely that if members of the public were present there would be disclosure to them of exempt information as defined in paragraph(s) 1 of Part 1 of schedule 12A to the Act and the public interest in withholding the information outweighs the public interest in disclosing the information to the public. The public and the press will be asked to leave the meeting whilst the item of business is considered. (Any live streaming will end at this juncture).

The Sub-Committee considered a report to determine whether the applicant was a fit and proper person to hold a combined private hire and hackney carriage licence after an offence was revealed.

The Senior Licensing Officer presented the report and the sub-committee were given the opportunity to ask questions.

Decision: To revoke the Combined Private Hire and Hackney Drivers Carriage Licence.

The Sub-Committee considered a report to determine whether the driver was a fit and proper person to continue to hold a combined hackney carriage and private hire driver licence, after an offence had been revealed.

The Licensing Team Leader presented the report. The applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

Decision: To issue a written warning letter.

The Sub-Committee considered a report to determine whether the driver was a fit and proper person to continue to hold a combined hackney carriage and private hire driver licence, after receiving complaints.

The Licensing Team Leader presented the report. The applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

Decision: To revoke the dual hackney carriage and private hire licence.

The Sub-Committee considered a report to determine whether the driver was a fit and proper person to continue to hold a private hire driver licence, after an offence had been revealed.

The Licensing Team Leader presented the report. The applicant was subsequently invited to put their case forward and all parties were given the opportunity to ask questions of each other and to sum up.

Decision: To revoke the private hire licence.
