set out a protocol for determining suitability of eligible bodies entrusted to
spend s106 financial contributions that have been collected for a specific purpose.
To ensure the Council has a consistent, transparent and fair set of principles
in place to secure the contributions are managed in accordance with the
purposes for which they were collected.
