reached due to:
The urgent H&S need to procure a contractor.
The specialist nature of the works.
The contractor was identified following both framework and DC procurement
rules.
Any other procurement route would have exposed DC to intolerable H&S
risk.
The nominated contractor has the necessary skills, resource
and ability to mobilise quickly, and ensure urgent works are addressed, thereby
reducing DCs exposure to extreme and unnecessary risk.
Using an incumbent contractor – rejected due to quality, skills and capacity issues.
Using an existing framework – rejected due to contractor’s lack of
capacity and skill set.
Using an alternative framework – rejected due to extended procurement
period, (until 2024), DC would be exposed to intolerable H&S risk, e.g. Critical Fire Safety.
